Interdependent Security in Interconnected Networks

چکیده
In an interdependent world, the risks faced by any individual, firm, region, or country depend not only on its own choices but also on those of others. In the context of terrorism, the risks faced by any airline, for example, are tied to the security standards of other carriers and airports. To illustrate this point, consider the destruction of Pan Am flight 103 in 1988. In Malta, terrorists checked a bag containing a bomb on Malta Airlines, which had minimal security procedures. The bag was transferred in Frankfurt to a Pan Am feeder line and then loaded onto Pan Am 103 in London’s Heathrow Airport. The transferred piece of luggage was not inspected at either Frankfurt or London – the assumption in each subsequent airport being that baggage had been inspected at the point of origin. The bomb had been designed to explode above 28,000 feet, a height normally attained only on the transatlantic route. The bomb exploded over Lockerbie, Scotland, killing 259 passengers and crew, and another 11 people on the ground. Failures in a peripheral part of the airline network, Malta, compromised the security of a flight leaving from a core hub, London. A great deal of work on the vulnerability of critical infrastructures to terrorist attacks is described elsewhere in this book. These other chapters focus on individual firms or systems, such as the electric grid, telecommunications services, and the cyber network, and ask how much their security depends on the actions of others due to the transmission of harmful effects from one agent to another (which from now on we refer to as contamination). The analytical framework related to interdependency of the participants in a risk-exposed

Interdependent Security Game Design over Constrained Linear Influence Networks
In today's highly interconnected networks, security of the entities are often interdependent. This means security decisions of the agents are not only influenced by their own costs and constraints, but also are affected by their neighbors’ decisions. Game theory provides a rich set of tools to analyze such influence networks. In the game model, players try to maximize their utilities through se...
متن کاملA Security Risk Analysis Framework for Interconnected Transportation Systems
The present paper introduces a comprehensive Transportation Security Risk Assessment Framework for assessing related risks and provides cohered contingency management procedures in interconnected, interdependent and heterogeneous transport networks. The proposed approach includes elements, methodological tools and approaches found in the literature, in addition to operational experience from th...
متن کاملThe Weakest Link: Managing Risk Through Interdependent Strategies
Networks increase interdependencies and this creates challenges for managing risks. This is especially apparent in areas such as security and enterprise risk management, where the actions of a single player in an interconnected network can wreak havoc on everyone in the network. The network, in this case, is only as strong as its weakest link. There are related problems in encouraging investmen...
متن کاملSTAR-TRANS Modeling Language: Risk Modeling in the STAR-TRANS Risk Assessment Framework
Transportation networks are open and accessible, by design, and thus vulnerable to malicious attacks. Transportation networks are integral parts of larger systems, where individual transportation networks form a network-of-networks within a defined geographical region. A security incident on an asset can propagate to new security incidents in interconnected assets of the same or different netwo...
متن کاملPercolation in real interdependent networks
The function of a real network depends not only on the reliability of its own components, but is a ected also by the simultaneous operation of other real networks coupled with it. Whereas theoretical methods of direct applicability to real isolated networks exist, the frameworks developed so far in percolation theory for interdependent network layers are of little help in practical contexts, as...
متن کاملA Risk Assessment Framework For Interconnected And Interdependent Surface Transport Networks
The functioning and viability of modern societies is heavily depended upon the continuous and uninterruptible operation of critical infrastructures. Surface transportation systems are in the heart of the daily lives of millions of citizens globally. As such, they are open and freely accessible by design and in the past have been exploited for terrorism attacks. Like many critical infrastructure...
